Whether to resend a request a seed at api refused to its home, and
if not, says why on stderr.
Once, and only to a home this command may hand a credential to: the
loopback, or the node .choir/config names. A seed chooses the address
in its answer, so following any address it names would let a seed send
this command’s credential wherever it liked.
