Builds the two packages in a checkout with the stamp set from its HEAD, and returns the release directory.
cd rather than --manifest-path: rustup resolves
rust-toolchain.toml from the working directory, and the other form
fails on a box whose account has no default toolchain, with an error
naming rustup rather than the flag that caused it.
