Runs replica forever, a round every INTERVAL_SECS, on the calling
thread.
A halt is said once and replication stops there while the node keeps
serving what it verified, unless strict, in which case the process
exits nonzero so the operator’s supervisor sees it. A transient failure
is said when it changes, not every round.
